- Must be a High School Graduate or possess a GED;
- Must Complete the Course: Preparing for Exam To Enter
Lottery for New U.S. Congresspersons; and - Must Pass the Exam to Enter Lottery for New U.S.
Congresspersons.

e.) One party in the House threatens to block payment.
